Located in Burlington, VT, Assembly Theory provides strategic consulting services for non-profit, public, and private entities. We draw from a range of disciplines and experiences to help solve problems in a timely, practical, and creative way.

Who We Are

Brian Lowe is the Founder and Principal of Assembly Theory, LLC, and has leadership experience in the private and non-profit sectors as well as local and Federal government. He served eight years in the Navy Reserve, spent time with the UN in Syria, and worked in various civilian roles across the Middle East and Afghanistan.

In Vermont, he was the Chief of Staff, Chief Innovation Officer, and COVID-19 Response Leader for the City of Burlington and led the Vermont Council on Rural Development as the Executive Director. He was appointed to the Board of Commissioners of the Burlington Housing Authority in February 2024, and currently serves as the Chair of the Burlington Parks Foundation. He and his wife have three young children and one patient dog.
